加州能效CEC认证怎么办理？
众所周知，自2005年12月30号美国加利福尼亚州能源委员会（California Energy Commission)简称CEC便颁布了电器能效法规（Appliance Efficiency Regulation）要求所有在电器能效法规里面规定的产品需要满足要求，这就是CEC认证的来源。

目前2019.07.01后生产的电脑显示器需要满足CEC的要求，之前不是强制的，现在是强制的。
1605.3(v) (4) Computer monitors.Computer monitors manufactured on or after July 1, 2019, shallcomply with all of the following:
(A) The computer monitor on-mode powerdraw shall be less than or equal to the following e witheach of the applicable allowances applied at most once:
Eon < (Eon_max + EEP + EGame +EOLED + ECurve)
Where:
Eon is the computer monitor on-modepower draw in watts as determined under Section 1604(v)(3) of thisArticle,
Eon_max is the maximum on-mode powerdraw in watts as determined by Table V-4,
EEP is the enhanced performancedisplay allowance in watts as determined in Table V-5,
EGame is the gaming monitor allowancein watts as determined in Table V-5,
EOLED is the OLED monitor allowance inwatts as determined in Table V-5, and
ECurve is the curved monitor allowancein watts as determined in Table V-5.
(B) Consume less than or equal to 1.2watts in computer monitor sleep mode and computer monitor off modepower combined.
(C) Be shipped with a screen luminanceless than or equal to 200 cd/m2 ± 35 percent. A manufacturer mayship with additional features enabled, even if they were turned offin testing.
(D) Computer monitors with touchscreen capability are allowed an additional 1 watt allowance permode in modes where touch functionality is enabled.
EXCEPTIONS to section 1605.3(v)(4):The following computer monitors are not required to comply withsection 1605.3(v)(4) of this Article but shall comply with the testprocedures in section 1604(v)(3) of this Article, the certificationre in section 1606 of this Article, and the markingre in section 1607 of this Article:
1. KVMs.
2. KMMs.
3. Very high performance monitors.
EXCEPTION to section 1605.3(v)(4):Medical computer monitors are not required to comply with section1605.3(v)(4) of this Article or the test procedures in section1604(v)(3) of this Article but shall comply with the certificationre in section 1606 of this Article and the markingre in section 1607 of this Article.
CEC认证是由美国加利福尼亚州能源委员会（California EnergyCommission) ）于2005 年 12 月 30 日依法实施的电器能效法规（Appliance EfficiencyRegulation ）。该法规实施的目的是为了提高用电产品的效率，节约能源，减少气体排放和温室效应。
随着10几年的发展，目前CEC认证新的法规是CEC-400-2017-002,新版本相对于旧版本来说比较明显的变化就是更新了测试方法。
CEC要求在加州地区销售的58大类产品需要满足其认证的要求，具体那些产品需要满足要求，见如下：
Small Battery Charger Systems（小型充电系统）比较典型的产品：蓝牙耳机、蓝牙音响、运动手环、手机、平板、车载DVD等带小容量电池的产品；
Televisions（电视机）Consumer Audio andVideoE（消费类音频视频设备）比较典型的产品：普通音响/耳机、显示器、DVD播放器、收音机、机顶盒等；ExternalPower Supplies（外部电源适配器）：外部电源、充电器；Large Battery ChargerSystems（大型充电系统）：除Small Battery Charger Systems （小型充电系统）以外的电子产品；
